Gov’t Extends Lubowa Hospital Completion by 15 Months

By Ahimbisibwe Flavia
Government has extended the completion time for the Lubowa specialized hospital by another 15 months to enable the contractor to complete the
project.
This follows a letter written by the contractor FINASI SPV to the ministries of health and finance asking for more time to complete the
project which had earlier been design to be operational by the end ofthis year.
The Minister for Health Jane Ruth Aceng told parliament that the contractor cited issues including weather which affected the working plan from more than three months and the COVID 19 pandemic which crippled their work.
Aceng confirmed to the committee that the project has stalled for a while with 34% of the works at the foundation level complete which
prompted the extension to up end of 2022.
It also emerged before the committee that at least 400 billion has already been disbursed to the contractor in form of promissory notes
which legislators said was a lot of money that the contractors and the ministers need to account.
The Health Committee Chairman Michael Iga Bukenya says that they have asked the minister to furnish the committee with details of the
extension agreements signed with the contractor for perusal before the committee makes it visit to the site soon.
